    By JOHN MARTIN The Washington PostIt may have been too expensive to build a rail link from New York to Washington, but when it came time to figure out how to move people, cars and freight, Washington, D.C., was a city with a pretty good track record.

    As a result, a new transit plan announced last month by Mayor Muriel Bowser’s administration has a lot of good news for those of us who have long been dreaming of an easy way to get from one part of town to another.

    It may not be cheap, but it is on track to cost about $3 billion more than its original estimates.

    Bowser’s plan calls for a 1,200-mile long, high-speed subway, which would run from downtown to the outer suburbs, and a new bus system, which will connect Washington’s suburbs with the inner city.

    The system will also have dedicated bus lanes, and it is expected to have about 100 miles of bike lanes.

    It’s a bold and ambitious plan, one that could be the catalyst for more serious debate about transportation in the U.S. as the country gets ready to celebrate National Bike Month.

    Critics of the plan, however, warn that the plan lacks specifics and lacks an adequate transit system to match the size and cost of a major city like New York City, which has a subway system that costs about $9 billion and has a fleet of more than 10,000 vehicles.

    That’s because, as with many transportation projects, the plan has been based on a few assumptions, and the details aren’t very clear.

    For instance, how much of a role will private contractors play?

    And how will the city’s new buses be used?

    What about parking?

    A transit system with just a few hundred buses is a lot more expensive than one with thousands, which means the city may have to pay a higher toll for the privilege of running a few more cars.

    But it’s also important to note that the transit system won’t be cheap.

    The Bowser administration has estimated that the project would cost $3.2 billion and take four years to complete, but experts say the city could find some ways to cut costs and bring the total cost closer to the $4 billion that it is asking for.

    The goal is to have the transit plan complete in 2022.

    For starters, it will have to meet a number of other challenges.

    The plan calls on the city to build an elevated bus station at the National Mall, and some critics say that the agency should start from scratch.

    “If we do the whole thing in 2024, the cost will be over $5 billion,” said Richard Bress, a transportation economist with the Center for American Progress, a think tank.

    “If you go back to the beginning of the 20th century, the price of a rail line was about $6 billion to $8 billion.

    Then you have to start from the ground up.

    This is not a one-size-fits-all project.

    We have to be smart about what we’re building.”

    In addition, the city is also expected to spend more than $500 million on a new bike system.

    It won’t come cheap, and many of the proposals on the table require a hefty upfront cost to build.

    This is not to say that a few big-ticket items like parking garages and bike lanes won’t make the plan cost-effective.

    In fact, a few of the options the Bowser administration presented are already underway, according to a study by the city of Seattle and the city Transportation Trust Fund.

    But for those projects that have yet to be built, the total price tag is likely far higher.

    For example, the Seattle plan has called for the city and the state to jointly pay $2 billion for the transit, which is roughly $1 billion less than the federal government paid for the $1.5 billion train station and $1 million for the bike lane.

    Another issue is that the plans will need to be approved by the federal Transportation Department, which could make them difficult to put in place, according, for example, to the federal minimum wage and overtime requirements.

    Still, the mayor and her administration have said that the new plan is the best one they’ve ever seen, and that the city will soon begin construction on a second phase of the project.

    There are other issues that could derail the plan.

    For one, the federal agency that is in charge of implementing the plan is expected at some point to take over the task of making sure that the system is sustainable.

    In addition, Congress will have the final say over the design of the system.

    And in addition to the existing rail line, the new system will include a busway, which many transportation advocates have long wanted to see built in Washington.

    However, those advocates also argue that the current transit system is not working
